Bihar to Use River Silt in National Highway Construction Under Centre-State Agreement

The Centre and Bihar government have signed an agreement to remove silt from rivers and use the extracted material in national highway construction, in a move aimed at linking river management with infrastructure development.

Bihar to Use River Silt in National Highway Construction Under Centre-State Agreement

The Central government and the Bihar government have signed a Memorandum of Understanding (MoU) to remove accumulated silt from rivers in Bihar and use the extracted material in the construction of national highways.

The agreement was signed in the presence of Union Minister for Road Transport and Highways Nitin Gadkari and Bihar Chief Minister Samrat Choudhary at an event in Delhi.

The initiative aims to connect river management with infrastructure development by using material removed from riverbeds as a resource for highway construction.

The arrangement is expected to support efforts to manage river silt while exploring an alternative source of construction material for road infrastructure projects.

Chief Minister Highlights Bihar's Water Management Challenges

Speaking at the event, Bihar Chief Minister Samrat Choudhary said the state faced two major challenges: population pressure and water management.

He expressed gratitude to Union Minister Nitin Gadkari for taking forward the initiative and said better management and regulation of rivers could help reduce concerns associated with flooding and water-related challenges.

Choudhary described water management as one of Bihar's major development priorities and stressed the need for concrete measures to address it.

He said improved river management could help the state deal more effectively with recurring water-related problems.

‘River Sanjeevani’ Agreement Expected to Support Economic Development

Choudhary referred to the initiative as the 'River Sanjeevani' agreement and expressed hope that it would strengthen Bihar's economic development.

According to the Chief Minister, better management of rivers and effective utilisation of available natural resources could provide fresh momentum to the state's development.

Under the proposed arrangement, silt extracted from rivers will be used in national highway construction. This could help manage accumulated riverbed material while providing an alternative source of construction material for infrastructure projects.

River Management Linked with Highway Development

Rivers and water management have long been important issues in Bihar's development planning. Flooding and the management of river systems remain significant concerns for the state.

The agreement represents an attempt to connect these challenges with infrastructure development by identifying a potential use for material removed during river desilting operations.

If implemented effectively, the initiative could serve two purposes: improving the management of riverbeds and supporting the construction of national highways.

However, several operational details have not yet been provided in the information available about the agreement.

These include the rivers that will be covered, the quantity of silt to be removed, the timeline for implementation and the technical standards that will govern the use of the extracted material in road construction.

Further official details will be necessary to assess the project's scale, feasibility and likely impact on Bihar's river management and highway infrastructure.

Implementation Will Determine the Project's Impact

The success of the initiative will depend on how river desilting operations are planned and carried out, as well as whether the extracted material meets the technical requirements for highway construction.

Environmental considerations, river flow patterns and the suitability of the material will also be important factors in implementation.

For Bihar, the agreement offers an opportunity to bring together water-resource management and infrastructure development. Its actual benefits, however, will become clearer once the project details and implementation plans are made public.
